Tip calls should work as long as there is 1,000 effective Alive Power, either through staking or delegation. I just took a look at @ivyann's wallet, and she should definitely be able to tip. If it's not working, then I'll see if Bjorn has any idea why that might be. πππβ¨π€

I just learned about this now. It used to that one must have 1000 or more Alive Power to be able tip regarles of the quantity delegated out.
