To address the issue, I'd suggest you try to put some persistence. He's currently in a dangerous state, God forbid but you can't tell what action will be next. Try to persist and reason with him to open up. You can do that with other neighbours. I believe people should have some humanity at least. Or even with close friends, if you need that help. Most importantly, if you know someone close to him, friends or loved ones, try to reach them; let them know what's going on, and put heads and hands together to help that neighbour. Hope this helps.
