The debt accumulated from the HBD surpassed the twenty percent level. That's when the HBD stopped being paid out in posting rewards as a built in mechanism to slow the debt accrual. Once the debt passes thirty percent, HBD will automatically lose it's peg altogether. Fingers crossed that doesn't happen.
