I made a post and received my payment today. I was suppose to get $1.39, but instead I received 11.10 hives.
How is it working now? Why didn’t I get HBD like I usually did in the past?

The debt accumulated from the HBD surpassed the twenty percent level. That's when the HBD stopped being paid out in posting rewards as a built in mechanism to slow the debt accrual. Once the debt passes thirty percent, HBD will automatically lose it's peg altogether. Fingers crossed that doesn't happen.
A great question as I wonder why too and thanks to @melinda010100 for the explanation helping us understanding.

Since december the payout is set to the HIVE and HP only. We are in 4th month since the change. Its done to bring currency out of debt.
