I am not sure how much discussion there is about this but I did see a headline covering this. For this reason, I thought I would give my views.
In this video I talk about what should be done instead just ending the Fed (if that were even possible). There are a couple of things pertaining to the mandates along with a return to what the Fed was designed to do.

Agree with your decentralization of the FED and returning it to an insurance company for the banks. Doing as you suggest will make the markets free again.
Although I want the FED to be demolished because of the harm the institution has done to the American people through shady deals. Your suggestions are once again on point in solving an American economic problem.
