I personally don't know, but it seems that it might be a cypress or Mediterranean spurge. They're very attractive but toxic to humans.
You're right. In an action film, a character could hide behind the bushes and spy on one of those homes while a hovercraft disappears above the sky and men dressed in black use ropes to climb down the tall buildings. 🎥
