Yes. Always - with different reasons every time
sometimes - they say, add support link, than they say add EULA, child safety, content flagging, update category to chat application & each time they reject, they take even more time for each submission's review.

Unfortunately I can't as I have GrapheneOS without Play Services so need to get it on Accrescent, F-Droid or something Obtainium can use. I've only been able to try Snapie because there's a github package.
