What a cool spot with those flowers on the side of the hill. It's interesting that there's little else around them. Is it natural or somebody's garden?

It's the side of a highway cut into the hillside in a sparsely populated area. Here is a picture looking to the left of the highway and another image looking further up the hill on the right.
