Yes, and no ... many presidents in the late 19th and early twentieth century used what is called the "spoils system" -- to the victor goes the spoils, so they raided everything for themselves and friends. That also contributed to both the Long and Great Depressions.
Not quite. The spoils system also flushed out the bureaucrats, so it wasn't all bad. The Great Depression was caused by the Federal Reserve System and WW1, leading to the "Roaring 20s." The bubble burst, then the responses by Hoover and FDR actively prevented a healthy recovery.
We may have read our history just a bit differently ... not all bad still means "still bad," and they minded their pockets more than the store. The Great Depression has a lot of causes, and one of them is, EVERYONE was fattening their pockets and not minding the store.

Greed is a constant. It doesn't explain the boom-bust business cycle. Credit expansion does. Easy money distorts the price system with false supply & demand signals. Malinvestment builds a bubble. That's the root problem.
