Yes, but also no ... consider this: there are projects that will allow you to help them to give good votes to good content creators like yourself through delegating your HP to them, and they will share part of their rewards for doing that with you. Your delegation will average about a 10-15 percent return to you in liquid Hive that you can then power up.

All of these share their rewards back when they go vote on other good content creators and there are others too that do this.
So, say that you delegate 50HP to each of these. Every day (or every week in Helios's case) you will see a bit of Hive returning to your account for the HP you have delegated to them. This doesn't cost you anything if you already have earned enough HP -- you are just using what you already have. That way, your HP that you already have can help you reach your power up goals every month.
Couple of tips, though: if you have less than 1000 HP, get there first so your personal vote has a little power. If you are in the 1,200-2,000 HP range, don't delegate more than 10 percent of what you have.
