If I remember correctly I think that might be an octopus ink bun, like the black paella or black spaghetti if you've had them before. Very nice.

Dubrovnik Old Town is quite expensive because of the tourists, sadly nothing can be done about it. I think this platter was just under €60. I did a post about a craft beer place I went to during the same trip , that was expensive as well.
